Keeping Affordability in Focus As Columbus Revitalization Picks up Steam

For a megacity with more than 18 million people in its metro area, Mumbai, India is not a particularly vertical city. Many of its inhabitants squeeze into low-rise slums crammed into the urban space. But an ongoing slum rehabilitation program seeks to clear these corrugated metal shacks and relocate the slum-dwellers to new high rises.

Landed will pay for half a teacher's down payment on a home in exchange for a quarter of profits when the house is sold down the line. The San Francisco-based startup has recently arrived in Bellevue, where the median home price is hovering around $1 million.

Several large philanthropic organizations, like the Chan Zuckerberg Initiative and the Ford Foundation, are pooling resources to address San Francisco's severe housing crisis. The funds will go to local non-profits who are buying up property to stabilize rent and to localities to establish rent-control and tenant protection policies. Known as Partnership for the Bay’s Future, the venture hopes to eventually ensure housing for 175,000 families over five years.

North Carolina’s Roanoke Electric Cooperative is helping members bring down energy costs. Because the energy costs in this area is due to a lack of energy efficiency, the cooperative offers tariffed on-billing to help homes offset expenses like insulation and new heat pumps. The tariffed on-billing uses federal loans to pay for said expenses, and then the customer pays the tariff charge in their bill – which ends up being lower because of the energy efficient upgrades.

California coastal towns address homelessness by supporting individuals who live on their boats - and those who want to move back to land. While many counties destroy or condemn boats that have been anchored long-term, areas like Half Moon Bay and Marin county work with individuals who want to find stable housing.

Houston's effort to significantly decrease homelessness was successful due to the overhaul of its previous system which was disjointed, had too many services gaps, and often duplicated services. The new system provides concerted and seamless services in line with the Housing First principles. San Diego's lack of a cohesive plan to carry out the Housing First strategy has left it a lot less effective.

Inspired by the Dutch concept of “Energiesprong,” or “energy jump,” a developer in France retrofitted a group of townhouses for social housing to be more environmentally friendly. They installed polyurethane facades to avoid heat loss and solar panels on the roof. Upgrading the units to be more green cost more than a conventional retrofit, but over time, energy bills were cut in half. These green retrofits are being implemented in towns around the world and could be a model for developers that want to reduce their carbon footprints.

Old and neglected housing contributes to climate change because it runs on fossil fuels. In New York, outdated heating systems waste two-thirds of energy. The New York City Housing Authority is not only trying to create better, safer, livable affordable housing, but also cleaner and more sustainable housing. While the city is just beginning to explore how to do that, other cities, like Paris, have already begun the work of updating old buildings that are used for affordable housing and can offer a model for American cities.

A pilot program in Jackson Hole is trying to make home ownership affordable for the local workforce. The program provides help with the down payment by granting $150,000 to families that meet the requirements. The initiative puts a cap on the appreciation value of the homes bought using the grant which ensures that the property values stay affordable over time. A similar program in Vail, Colorado has produced impressive results.

Bozeman, Montana, a city grappling with how to plan for growth in a smart and strategic way, is looking to learn from Fort Collins, Colorado. The two cities are similar in terms of the features that make them appealing: once low-cost, small college towns with beautiful scenery and lots of space. Now, Fort Collins’ population has soared, and critics say development could have been smarter. Bozeman is learning lessons about planning and inclusivity, hoping not to make the same mistakes.
