    Disaster preparedness in the form of close inter-agency coordination and communication helped Cuyahoga County, Ohio, protect its unhoused population from COVID-19 to a greater extent than Lane County, Oregon. Although Cuyahoga (Cleveland) is larger, with more resources, its effective responses still offer a model to Lane County (Eugene), where a scattered approach and homeless-camp sweeps proved counterproductive. In Cleveland, hotels were quickly enlisted to house people, reducing crowding in shelters by half and street homelessness by 30%. Its largest men's shelter ended up with a low infection rate.

  • Faith-Based Vaccine Outreach Underway to Reach Northern Nevada Latinos

    To increase vaccination rates among Reno’s Latino/a population, organizers conducted outreach with congregants at a local church that offers Spanish-language masses. Confidence in clinic locations and feeling safe due to immigration status presented as the biggest obstacles keeping people from getting vaccinated, so organizers used the church to hold pop-up clinics. The initial outreach helped build trust and gave organizers a chance to provide information and answer questions. Hundreds turned out for each clinic and the vaccination rate among the surrounding Latino/a community increased from 22% to 41%.

The country had closely tracked its PPE stockpiles since the 2003 SARS outbreak, has a national health command center to coordinate responses, and uses a well-defined set of procedures to track and manage people under infectious risk or quarantine. Masks are required and provided to every citizen, inbound travelers were quickly regulated, and contact tracing and testing is widely used to prevent outbreaks.   • Tourism in time of pandemic. How the Safar Project opened minds and borders

Taiwan’s 2003 experience with SARS set up an existing infrastructure to act quickly, including a centralized information command center that coordinated activities across government and health offices. Personal data was used to assign each citizen a risk level. Low-risk people were required to wear free masks, but could go about business as normal. High-risk people and all in-bound travelers were required to strictly quarantine for two weeks and the government used cell phone data to ensure compliance.

In combination with prior health outreach programs, this helped the team to form strong bonds with tribal members, which has been key to the program’s success.
